Mego Penguin comes with a stiff vinyl fabric tuxedo jacket, as opposed to the Joker’s cloth one. Standard black dress shoes. No other accessories.

This a 1st version Kresge cards for the Villains (Note square
edge bubbles versus the rounded edge bubbles the later Kresge
versions and regular carded superheroes came on). They also have
extra text between their feet which the is not seen with the 2nd

The Penguin pictured above is on a Canadian Grand Toys Card. Grand replaced Parkdale Novelty as the distributor of the World’s Greatest Superheroes line around 1979.

Lili Ledy Mexico



Below is the Lily Ledy (Mexico) Mego Penguin. The rarest Penguin
of all, note the obvious but distinct differences between the US version
and this one.

Loose Penguin


 

Suit

Doctor Mego had a Penguin jacket made up. It is pretty close when compared to the original, right down to the ease of fraying. The front of the coat on DM’s version is cut a little longer and comes around the waist more, where the original starts curving up towards the collar right at the side seams. The original is also cut higher up where the tails split. The repro is marked DM on the inside near the collar.

 

Shoes

Both DM and CTVT have made black shoes. Doc Mego’s are a little bigger in appearance. They are marked DM on the inside. Classic TV Toys version are more narrow and tend to look a little rough with occasional flashing evident. CTVT’s are unmarked.

Reproduction by FTC

Figures Toy Company released the Penguin in 2014 as part of their Series 2 Batman Wave. The differences from the original are subtle and numerous.
